I mostly use manga and Christopher Hart art books for reference. (Especially Aya Hosoi's Manga expressions book.) The best angry expressions I've seen in Anime are from Attack on Titan. Eren Jaeger screams a lot.

No criticism, just feedback in case helpful. (I still like this artwork as it is!) Oh, and remember I am not a professional artist, so take that into account when reading this as well!! ;-)
When you try for a particular expression, do you reference other sites on the web? E.g. https://clipartxtras.com/categories/view/4416966943d9a087d6d8ea02ee... has lots of different eye expressions. I find looking at these sorts of sites useful for me. It depends how menacing you want the eyes. Often the angle of the eyebrows can strengthen the expression. The eye shape also matters, to match the eyebrows. A wrinkle above the nose for more extreme emotion.
A common approach is to drop the top eyelid so the top half of the pupil is covered. It is quite common in really angry expressions on the other sites. In the below two images, the only difference is the top eyelid dropped lower over the eye and the eyebrow angle got steeper.
In your case I don’t think you need it that menacing - I think more standoff-ish is fine. I like the contrast in their two expressions.
Oh, and obviously the mouth shape makes a difference as well. But I am not very good at mouths yet!
