This guy is another villain for The Last Day manga. This guy is Nero Mancuso's Minister of Media and Communications. So this makes him Mancuso's unofficial propaganda ministry. He's also part of a shadow government that rules the world from behind the scenes.

Bio: Donivan Oakley started out a businessman in the film industry of Hollywood, California who mainly represented adult films, independant films and films that would be considered countercultural. He was also a member of a secret society called the Secret Kingdom(symbolised by the black triangle) a type shadow government which consisted of some of the wealthiest and most influencial people in the world who are all dedicated to bringing about a New World Order which would create a one-world totalitarian government. Interestingly enough Nero Mancuso, who will later become the Antichrist, is the leader and creator of the Secret Kingdom. After the Rapture the Secret Kingdom immediately took advantage of the chaos to bring about their plans for world domination. After the Global Community was established the SK began centralization of all media, communications, industry, commerce, economics, politics, religion, military, police, laws, courts and banking. Oakley was given the task of centralizing all forms of media, information and communications making him the official media czar of the GC. Second only to Mancuso himself, he has absolute control over all radio airways, television, cable, satelite, telephone, internet, cinema, advertising and broadcasting and news. And it is a kingdom he rules with an iron fist. Nothing gets aired on radio, television, internet, or news unless he permits it. And nothing is advertised without his approval. The news reports whatever he tells them to report and says whatever he wants them to says, regardless of whether or not it's the truth. The position of GC Minister of Media and Communications makes Oakley the propaganda minister for Mancuso. He is the one responsible for silencing any criticism of the GC on the airways and covering up many of the GC crimes, including war crimes and civil rights violations. And he uses the news outlets to run a smear campaign against all opponents of the GC. Before WWIII( the Second Seal Judgment) he used the mainstream media to portray those who opposed the GC's rule in their countries(sovereign nationalists as they were called) and wanted to remain independant from the GC were portrayed as anti-peace radicals and potential terrorists. Any country that opposed GC rule was labelled a rogue state. All the countries of North and South America and Australia were among those labelled as rogue states. When the war finally did break out Oakley cleverly made it look like the "rogue states" were responsible for starting it, when it was really the GC that was guilty. And blamed the GC's atrocities on its enemies. After the war Oakley set his sights on a new target: the Tribulation saints, people who became Christians after the Rapture. He began a smear campaign to portray the Tribulation saints as violent religious fanatic who were murderously opposed to world peace. He even went as far as to blame acts of terrorism or violent crime on them, even though these 'crimes' were fabricated or committed by the GC itself. Throughout the seven years of the Tribulation Oakley tried to explain away the many supernatural acts of Judgment and other miraculous events. He's also one the first people to recieve the Mark of the Beast after Mancuso became the Antichrist. Oakley continued to serve Minister of Media and Communications until he is later killed by one the 200 million horsemen in the sixth Trumpet Judgment.
