If you are referring to the gloomtrooper in this panel and on O-boy in the last preview panel, I use the smudge tool in GIMP, which looks like a hand smudging with index finger. The trick is to use a large brush size. It may also help to use a soft edge brush as well. I was really pleased with the way it turned out on O-boy in the last preview, a little less so here. The impact lines where O-boy is hitting the ground were created using GIMP filter called supernova. I've been experimenting a lot on these and have learned a lot in the process.
