this page was done totally in illustrator. I got frustrated with that top panel because it didn't turn out as planned. You are very right it does need a background to help explain what is going on. I think the plan needs to be much smaller to allow for the runway to come into view.
I like the general layout, though when I first looked at this I thought the plane was flying in behind the military man in the first panel, but it seems like it's parked? A little confusing, are you still working on adding backgrounds? I like the overall mood however, the last panel gives me the urge to "turn the page" and see what this guy's gonna do and I wonder what his intentions are. If you are aiming for some action in the bottom two panels, consider adding lines coming in from the corners above and around the character, as if he's "rushing" it gives a more dynamic feel to the scene as it does in many mangas and some graphic novels that have a Fusion style.
