In the story Barry Allen/the Flash is temporarily rendered an amnesiac, and cared for by some disaffected, problematic youths. The point of the story was to show how he had been brought up (thinking and speaking as an 8 year old Barry Allen), and it is commendable for not ridiculing the character's convictions.
