Hey Trudy....since I mostly self-publish I really cant recommend a whole lot but maybe I can pass along some info (keep in mind I have not dealt directly with most of these publishers):
These guys do some graphic novels along with books. I'm sure some people on the CCAS group have dealt with them as I recognize several names on the comic releases they've done.
They do take submissions although i have no idea if they would be interested in cartoon books. Chris Well (a CCAS member) has some titles published with them and may be able to help you more with this.
Now I will mention that some people recommend Tate Publishing. I did get hired for a book project for them about 2 years back and speaking from my own personal experience, I would not recommend them. Just my 2 cents though.

They've been around awhile and their only current comic type title is the Comic Bible. Not sure about their submission policies.
